Can laid-off EAD start a company and wait fot GC?

Q1: Is it possible for a laid-off EAD holder to start a company (Inc or LLC) doing consulting work and still holding green card application without any other employer's sponsership?

Q2: Is there any compensation requirement for consulting work, e.g. >$XXX K /year.
