april 30 deadline is dead

I just called TSC, and I was told that the April 30 MEMO deadline was no longer effective. FBI just told USCIS that they will finish the backlogged NC by mid-July 2008, and USCIS (at least TSC) will not give GC anymore before the clearance of NC.

I was told that the information is on the USCIS website. Could anyone confirm this?
