(1) She is holding canadia passport. In this case, if she still needs to cross the boarder for COS case?
- Her passport does not play a role here.

(2) Will the deny of COS lead to deny of H1B application? Since the quota is so small, will it have big risk?
- COS = H4 -> H-1 = I-129 Petition
