You read it right.

Upon receipt of RFE, just ask HR to write a letter stating your current title, job duty, starting date and salary. The first two are normally required.

If you bear concern over some discrepancis between current job duty and those claimed on 140, it may be helpful for you to draft the letter yourself before sending to HR, if it's ok with HR. This would help ease IO in adjudicating your case.
