I don't see any reason that new H1 transfer cannot be filed in two weeks. Even H1 transfer takes them one month to file, you still have March paystubs that can prove your H1 validity in March. Quite unlikely COS will be denied.

After H1 transfer filed, you can start working for new employer immediately. Better than to start EAD application now.
