Apply H4 back in China, but with EAD at hand, how to answer this

I will apply H4 back in China. But I have EAD already, but I never used it. How should I answer this question: Do you intend to work in the U.S.?

Answer "Yes" -- contrary to the policy that H4 is not allowed to work.

Answer "No" -- Will VO think I am lying, for I have EAD already?

How should I answer? Thanks for advice!
