I-485 Based EAD needs FP too? Is this new?

My I-485 pending for 2.5 years, and it is my first time apply EAD because my 6 year H-1 is almost reached. Today I called TXC and ask them why my EAD submition for 4 monthes with no update, and they told me I need FP and they will send me a FP notice. Anyone knows this is new to apply EAD?Thanks!
