reread and rethink July VB and its update

Effective Monday July 2, 2007 there will be no further authorizations in response to requests for Employment-based preference cases. All numbers available to these categories under the FY-2007 annual numerical limitation have been made available.

and reread the info from CIS side:

allocated for fiscal year 2007

combined the info from both sides and cases reported during recent 2`3 days,
we may understand them as following:
at least part of 60k Visa numbers were allocated, these allocated numbers are available for the approval in the fisical year 2007.

the meaning of "allocate" is earmark. close words may be "process", not equal to approve, exhaust, these two words were not correctly used by some reporters about this event recently
