Why local office can't issue interim EAD card now?

Where are you? I am in LA.I sent out my EAD renew application in April and got the receipt two weeks later. I am worrying if I can get an interim EAD when my current EAD expires which is about 90 days after my new application. Somebody please post some information about this. Thanks
