interim EAD

my HI-B is expiring Apr 30, 2004. i applied my EAD in this Feb 6,2004. according to VSC, it's going to take 6 month to get the EAD. i also called CIS this morning regarding the iterim EAD card, she said that it had to pass 90 days then could issue me the iterim card. is this true? or i just go to the local CIS office to try it. i am appreciated for any suggestions.
