Another question about applying H1b after using EAD

I did some 'KaoGu' and find that one can still apply for H1b after using EAD to work (to cover the gap).

The requirement is that one need to leave us and reenter to get a new I-94. My question is what type of document should one use to reenter US? Apply for a new H1b and use it or us AP? Could I reenter US from China or I can do it say from Mexico(and apply for H1 there too if one is needed)?
