Here's the experience from my India collegue. It took him around 80 days to get the EAD renewed.

Although he said the same that local office not renew EAD anymore, but it's not Chicago either. (we are at Chicago). He mailed to NSC at Nebrasca for renew.

You'd better do the e-filing on the USCIS website, then you will find where to mail the application.
