$1000 is not a lot of money. Maybe you should reconsider your lawyer's idea. Extending H-1B does not take quota, so you should be OK. I heard that CIS has stopped taking the $1000 fee (usually the company pays it). I wonder why you need to pay such money. Is it for premium processing? If so, you can pay it later when you run out of time waiting and request premium precessing.
