Actually you need to fill out I-9 within 3 days of hire. You also need to present a receipt that you are applying for SSN, and can work and receive salary for the next 90 days. You must have SSN by 90 days after I-9, or your employment should be suspended (and not paid) The employer can delay your withholding to IRS for up to 90 days for a new hire waiting for SSN.
