真诚请教：关于工卡替换

原来说的LC不能替换，加上得到有效LC后，45天内递交I140...


这次法案的通过，是说明上述的两个东西已经开始实行了么？我的律师给我的邮件如此写道：

The DOL has already published the draft rules prohibiting subsitution of LC and I-140 must be filed within 45 days of approval of LC. It has not yet become final yet. But may become final at any time.

我现在正在打算替换一个批准的LC，希望各位大虾指明路！
