I think its not normal , approval of 140 has nothing to do with EAD and AP , EAD and AP is along with your 485 filing, as long as your 485 pending, you should get EAD and AP, check with your lawyer.
My case is LC substitute EB2, which PD Mar 2000, RD Sep 29, now I have got EAD and AP approved in TSC and did FP, but 140 and 485 pending.
