About using EAD, 140 NIW approved

My hu*****and's 140 NIW RD August; Approved Oct.24 TSC. Got FP notice yesterday; he wants to apply an EAD in case someday he‘ll need it. My question is –if he use EAD for a period, could he apply a new H1B again?
Any suggestion will be very appreciate! Thanks in advance.
