EAD "out of Jurisdiction"

I mailed my EAD application to teh following address according to teh new instruction:
FBASI
USCIS
427S. LaSalle 3rd Floor
Chicogo, IL 60605-1098

But my application was returned to me today. It said:
"out of Jurisdiction"
what this mean?

The address is from the instruction.
I am in Massechusette, I-485 pending.

Can you please give me some advice?
