Following are my 2 cents:

前提是你必须在2000年(the day when the LC was filed
)就达到LC上的要求(学历, 工作经验).
*Mine is higher than that. But the problem is the 工作方向 is not perfect match.

另外移民局已建议取消这种劳工卡的替代, 能否生效或何时生效还不知道.
