If I were a fresh H1B holder, I would have packed my bags and left 2 weeks ago. It depends on how deep sh!t you are in to take this retro thing.
If USCIS would allow 485 filing without visa number available, it could mean nothing to you but a lot to me. If USCIS could take action on this issue I think there is no congress bill required.
