If you have enough fund in your paypal and paid the seller from your paypal balance, then the seller got the fund immediately into his/her paypal account, and he has no reason not to ship.

Dishonest seller may not ship once he/she got the fund transfered to his bank, he may close his paypal account and close his bank account, then even paypal can't help you to get your money back!!!

If I were you, I will call paypal, and forward his message to paypal...
