Insurance is a risk management tool

"Whether healthcare and health insurance are a luxury" is subjected to debate / opinion.  One's opinion or many people (not necessarily majority)'s opinoin does not necessarily constitutes commons sense.  There are also (albeit sutble) differences between Common sense and reality/truth.

For example, auto and home insurance is generally considered necessity in US.  In addiiton, auto liability insurance is mandated in every state.
