He is doing some stuff as that during the culture revolution. He has infinite power over gangsters, and common people as well. He made regular people believe that he is their savior. Instead of relying on laws, people rely on him, like Chairman Mao before 1976. 

In a true democratic society, every person is just a citizen. There is no savior who is above others. Only in a backward society, regular people rely on their leaders to make all the decision for them.
