Sanctioned Russian oil&gas heading to cuba, arriving Monday

Tankers carrying sanctioned Russian oil and gas are heading to Cuba, with the 1st tanker scheduled to arrive on Monday. US Treasury's 30-day Russian oil waiver specifically excluded Cuba! Shouldn't CCP do something about this?
