有哪个州的非公民能收到选票呢？请各州的网友列出来

我是在蓝州，成为公民前没有收到过选票，成为公民后才收到选票

很奇怪，没有选票，如何投票呢？如何造假？即使邮寄选票，没有选票，如何造假？

邮寄选票，只是方便美国公民履行公民义务吧。难不成有没有选票的非公民伪造选票吗？真有此事，也很好查的吧

 

窃以为，哪些认为存在大规模选票欺诈的人，是不甘心选举失败而已
