• Actual Impact (2020 Census): Studies from demographers at the Center for Migration Studies and the University of Minnesota estimate that if undocumented residents were excluded from the 2020 census, it would have affected a very small number of seats:
  • Ohio, Alabama, and Minnesota each would have gained one seat.
  • California, New York, and Texas each would have lost one seat.
  • Overall, no more than five seats would have shifted nationally, and this would not have significantly changed the overall partisan control of the House.
