I disagree with the student visa programs.  In many cases, they are taking away from top level American citizens attending the best colleges in favor of a foreigner.  The universities and colleges accept the foreign students mainly because they pay full tuition to attend the institutions.  Many do not return home to their own countries either, they find work after graduating or find a spouse and ask to remain in the United States.
