Ukraine, through President Zelenskyy in Berlin today (Dec 14, 2025), rejected parts of proposed peace plans, specifically the demand to cede Ukrainian territory to Russia, but offered a major compromise by dropping its bid for immediate NATO membership in exchange for strong security guarantees from the West. While willing to give up NATO aspirations for binding security pacts, Kyiv maintains it won't surrender currently controlled land, creating an impasse with U.S. envoys and European leaders meeting there.
