Why Trump prefers to use non-experts?

I believe here are some of the reasons: 1) he preferes loyalists over experts 2) outsiders can act with fewer legal or bureaucratic constrains. They can float ideas, such as territorial concessions, ceasefires, referendums, that officials cannot publicly propose. 3) trump thinks he can get big deals done through personal relationships, not institutions. This is a country but not a private company!
