Not uncommon at all. Grand juries often hear multiple potential charges but only return some. Prosecutors don’t redo the whole case just to drop a count. As long as the final indictment matches the counts the grand jury approved, no do-over is required.
In the flurry of stories by the NY Times, WaPo and Politico claiming the case against James Comey is "crashing and burning," none tell readers what Comey is accused of doing. They know he perjured himself, but they dont want to report the facts of the case b/c they are so damning
