According to a 1983 KGB memo from Viktor Chebrikov (head of the KGB) to Soviet leader Yuri Andropov, Senator Ted Kennedy allegedly sent his friend John Tunney to make overtures to Soviet officials regarding the 1984 presidential election. The memo claimed Kennedy proposed helping Soviet officials with messaging on nuclear disarmament issues and arranging television interviews for Andropov with American media to counter President Reagan's policies.
