In layman’s term what does the admin stay mean？

This is an administrative stay by Justice Jackson who is the riding justice for the 1st Circuit.  The 1st circuit did not have sufficient time to issue a final ruling against the administration before it prematurely ran to the SC for an appeal.  Justice Jackson is putting pressure on 1st Circuit to finish its job by issuing the decision quickly. The administrative stay will expire 48 hours after the decision.
