are totally different. what trump has done so far is within existing structures rather than fundamentally changing the system. He has used his power to modify how the system operate without rewritting it like many other presidents did before. I believe Mr. Mamdani can and will do the same.
A system rewrite is a totally different story. It would involve changing the structure or foundation of government institutions, like adding amendments, changing the constitution, redefining separation of powers or major federal authority are very rare and require congress.
