The full 9th Circuit Court of Appeals issued a stay….

On Friday, the full 9th Circuit administratively stayed its panel's own stay (2-1 staying district court's injunction against National Guard deployment to Portland)– "[w]ithout objection from the panel," an order notes.

The full court issued the order mainly because DOJ misrepresented a material fact (number of National Guard deployed to Oregon) upon which the panel relied when issuing the order staying district court's injunction. 
 

in short, the district court's injunction is in effect pending the review of full (en ban) 9th Circuit of Appeals.
