If the plans are similar, it's because the requirements for any plan - return of the hostages, Hamas disarmament, release of Palestinian prisoners, etc - are obvious requirements of any peace plan. The question is which President had the gravitas/reputation to pull it off. It could not have been pulled off without Operation Midnight Hammer, which the Biden administration would never have carried out.
