1. Ceasefire: the 1st and most crucial step. Fighting stops, hostages are released, and immediate humanitarian needs are addressed.
2. Hamas steps down: hamas no longer goversn Gaza and is expected to relinquish authority. Some of its armed wings may still exist temporarily, but officially it's out of the governing equation.
3. Deployment of international stabilization force(ISF): soldiers from Board of Peace member countries (e.g. US, Egypt, Qatar, UAT, etc.) are planned to be deployed to Gaza to maintain order and provide security.
4. Board of peace administration: the Board of Peace will lead Gaza's civil administration temporarily, overseing reconstruction, security, and governance, until Palestinians can manage governance effectively and peacefully.
5. Reginal oversight on remaining hamas elements: neighboring countries and Arab states will monitor remaining hamas members to prevent acts of terrorism and ensure long-term security.
