原话是““This was an act of God, it is not the administration's fault that the flood hit when it did but there were early and consistent warnings”

"Act of God" 是自然灾害的意思， 英文注释是“An act of God, act of nature, or damnum fatale ("loss arising from inevitable accident") is an event caused by no direct human action”  根本不是“上帝干的”字面意思。
