As a matter of fact the vast majority of F-35 sorties are flown without stealth active. This is done by putting reflectors on the plane that send back an image on radar. The pilot can also generate electromagnetic signals that allow both military and commercial radars to pick-up and track the plane.
The main reason for not using stealth is so that potential enemies over time will develop an expectation of seeing a particular radar return pattern that they will come to identify as an F-35… and that’s what they will be looking-for. When the plane has to fly a mission that requires stealth, the reflectors are taken off and signal discipline is maintained and the odds of the plane being detected drop to near zero.
When you hear people say they can detect F-35s, the chances are they are detecting them with the reflectors out, and they don’t realise they cannot detect them when the plane is being flown in stealth mode.
