Enforcement in the U.S. already exists. The idea is cut off

cutting off the supply chain at the source, not just block the end product at the border.  The U.S. does control its own imports, but most fentanyl isn’t coming through official, legal channels. That’s why the emphasis is on getting China to stop exporting precursor chemicals, which are harder to trace but essential to production by drug cartels.
