据Politico报道，特朗普总统坚称，他从卡塔尔王室获得了一架“免费、非常昂贵的飞机”。但这对美国纳税人来说，算不上什么大礼。五角大楼将监督其改装成临时的空军一号。但据前空军官员和议员称，要想将这架飞机改装成总统的飞行白宫，并配备安全通信和机密升级，就必须由私人承包商进行拆解。这是一个昂贵而复杂的项目，可能耗费纳税人数亿美元。
