当然这不是长久之计。发放补贴也只是应急之策。要求并帮助沃尔玛在美国盖工厂才能从根本上解决问题。商务部可以硬性要求沃尔玛在2030年美国产品不低于30％，到2040年美国制造不得低于60％。
