speaker 权力太大，能够一个人决定什么提案可以表决，什么提案不可以表决。 

only exception is:

Discharge Petition: A majority of House members (218 signatures) can force a bill out of committee and onto the floor without the Speaker’s consent. This process is rare and requires significant bipartisan support.
