这里有一条法律红线，但是往往没有被执行。作为执法部门知罪不究是不是aiding and abetting?

  • You have a legal duty to prevent the crime
    If you have a legal duty to prevent a crime and fail to do so, you could be convicted of aiding and abetting. 
     
  • You are present at the scene of the crime
    If you are present at the scene of the crime, you could be liable for abetting.
