民主党2012年在加州获得参议院和assembysuper majority ，然后2016年开始无限制选票收割。

 

Ballot harvesting has been legal in California since 2016, when Assembly Bill 1921 was passed, allowing any person to return another person's ballot without restrictions on the number of ballots they could return. Prior to this, only family members or household members could return ballots, and the voter had to be ill or disabled.
