主要是三个问题：
1）safety regulations
workers have the right to know, to participate, to refuse
2）environmental regulations
Before project starts, there must environment study and risk management plan. However, during execution, if any unidentified risk is encountered, project has to stop until a solution is found. For example, a bird nest found on a tree in the work zone
3）union agreement
over time，double time, night shift premium, weekend premium, statutory holiday premium and etc. so for cost purposes the project team will avoid working overtime unless no choice
4) labour law
workers must have adequate rest time. Must fit for duty
你可以说这是体制问题。 但这种体制是保护工人的，当然，牺牲了效率。这是一道选择题，以人为本，还是效率为本。
