I read it twice, and I don't think you understood the article. The caption of the picture said: "Traditional neighborhoods are being demolished and rebuilt in time for the Games." That is not what you translated: "北京老城区的胡同." The article never said that the picture was from there -- you implied it from your understanding. And I would like to point it out to you, aftering having read the article a few times, that I am afraid you read the article incorrectly.
