There are two (groups of) facts here.

The only fact matters to her is: Trump is not indicted.

The other facts do not matter to her.  These include: 

1. The wrongdoings of Trump and his campaign which have not rised to the level of criminal prosecution, such as lying about the Trump tower meeting and providing poll data to Russia etc.

2. The wrongdoings that exist but the intent cannot be proved in the absence of the state of mind in the obstruction case because, Mueller asked for but did not get to interview Trump.
