I think the following clears it up.

By definition the soil of the United States is subject to the jurisdiction of the United States and no other country therefore anyone born on U.S. soil is subject to the jurisdiction of the United States and fulfills the 14th Amendment condition for citizenship. If Michael Anton wants to argue that the children of foreign consular officials are exceptions, that argument might win-- but children of foreign citizens without diplomatic immunity are not subject to foreign jurisdiction while on U.S. soil.
