From 98% White in 1960 to 94% Black in 2017: Median Home Values Drop 84% in East Cleveland over 57 Years as Blacks Replace Whites

The Suburban Racial Dilemma: Housing and Neighborhoods, a book published in 1994 by William Keating about East Cleveland, Ohio, is a lost classic. 

A city where H.P. Lovecraft's The Horror at Red Hook andThe Street came to macabre life

It has this captivating passage about the first suburb of Cleveland, which was 98 percent white in 1960, and was on the verge of a huge influx of black people while white residents simply abandoned the city to live in a brand new city (free of blacks):

 

In 1962 the city manager convened a citizens group to discuss the racial transition in East Cleveland. This resulted in the following proposals:  

1. open access to the city manger's office as a forum for the discussion of race and community issues; 

2. initiation of a study to show that housing prices increase following black home purchases and communicating this information to white homeowners; 

3. strengthening municipal services; and 

4. strict enforcement of housing codes. 

However, Apthorp made no public pronouncements concerning these proposals, racial transition in neighborhoods, or white fears. He also made no further attempt to deal forcefully with the real estate industry, which felt no pressure to discontinue practices that resulted in white flight and racial segregation. Apthorp believed that any problems arising from racial transition would be overcome simply by maintaining East Cleveland's reputation for good government. He met with group of concerned white residents, but this did not quell the fears of many about racial transition.  

To his credit, Apthrop did nothing to prevent black migration to East Cleveland. However, instead of an orderly transition to racial diversity, what eventually resulted was resegregation. (p. 81)

Yes, the white city leaders of 98 percent white East Cleveland were prepared to commission a study showing black residents magically helped appreciate home values in once all-white communities. 

Absolutely insanity (and evil), especially when we learn East Cleveland is now 94 percent black and Euclid Avenue is home to a business called Black on Black Crime Inc., an organization founded in 1972 to "help stop violence within the black community." 

1n 1960, East Cleveland was 98 percent white. Median home values were $15,100 (in 2017, inflation shows us the value is $124,846.90).

In 2017, East Cleveland is 94 percent black. Median home values are $20,660 (in 2017 dollars)The consequences of a black population replacing a white population? An 84 percent drop in residential property valuations (adjusted for inflation). 

And yet, in the early 1960s, the white city leaders of almost all-white East Cleveland were prepared to commission the "initiation of a study to show that housing prices increase following black home purchases and communicating this information to white homeowner..."

America, folks, is irredeemable.
