全民医保就是一种福利制度， 不可持续，必须要改。

感觉改革不应该考虑太多民主帮的铁杆吃福利基本盘：

1）insurance is not welfare (reform shall benefit middle class)

2).  freedom:  freedom to choose insurance and doctor, freedom not to enroll, more options to choose (low premium/high deductible vs high premium/low deductible)

3).  basic sevice and premium service,

4). Tax insentive for health saving account

5). Cap for insurance company profit?

6). restriction on law suit.
